Provide for an amendment to the Medicaid state plan relating to reimbursement of federally qualified health centers.

Description:

LB938 impacts the state of Nebraska’s six Federally Qualified Health Centers (FQHC’s) located in Gering, Columbus, Norfolk, Lincoln and two in Omaha. The intent of this legislation is to direct the Nebraska Department of Health & Human Services to implement a state plan amendment allowing for cost-based reimbursement for Nebraska’s FQHC’s. Federal law allows for cost-based payments of 100% of average costs, or the prospective payment system, whichever is higher. The Federal Government allows for flexibility in rate reimbursement to accommodate the needs of rural and urban areas that receive the services provided by Nebraska’s FQHC’s.
