Change provisions relating to utility shut off notification.

Description:

LB734 eliminates a requirement that a municipal utility owned and operated by a village or a public or private utility company give notification of service termination to welfare recipients by certified mail. The utility would be required to provide written notice by first class mail seven days prior to service termination. Under LB 734, all utility customers would be treated the same with respect to service termination notification.
