Adopt the Area Health Education Centers Act .

Description:

Statutorily recognize Area Health Education Centers (AHECs) and provide state general funds.  There are four (4) rural AHECs with offices located in Grand Island, Norfolk, Scottsbluff, and Beatrice, and one urban office in Omaha.  The Centers originally were organized under the auspices of the Univ. of Nebraska Medical Center.   In part, their purpose it to recruit and retain individuals from underserved rural and urban areas to enter health care profession and develop strategies to provide community-based training and education.  Each AHEC receives initial federal funds then must wait until all AHECs in a state lose that funding before they are eligible to once again received federal dollars.  Since the state’s AHECs opened at different times, they are on a staggered schedule to receive new funding.  State general fund dollars would provide funding for the entities until federal funding resumes.  The law l would sunset June 30, 2014.  Under the bill’s original fiscal note, AHECs would have received $900,000  over the coming two year fiscal years.  The body adopted an amendment to reduce the fiscal note to $495,000 over the biennium.  The bill advanced to Final Reading on a voice vote.
