Lower the floor for child care payment rates under the Child Care Subsidy Program

Description:

 

Relates to payment rates for child care provided under the Child Care Subsidy Program.  This program provides child care assistance on a sliding fee scale to working families earning 120% or less of the federal poverty level.  Currently, the rate paid to child care providers cannot go below 60% of the market rate (and is capped at 75% of the market rate; nationally accredited child care providers may be paid at higher rates).  Under LB319, that floor would be lowered to 50% of the market rate.  The bill was introduced at the request of the Governor as part of his biennial budget recommendations.  Market rates are determined by surveys conducted by the Dept. of Health and Human Services in odd-numbered year.  If the bill passes, its provisions would be implemented immediately.  CARRYOVER TO 2010 LEGISLATIVE SESSION
