Change sentencing requirements with respect to certain minors.

Description:

Change sentencing requirement for minors convicted of felonies.  Eliminate life without possibility of parole for those under 18.  A person under 18 but over 15 could be sentenced to 50 years to life in prison for a Class I or Class IA felony. For those under 16, the sentence would be 40 years to life in prison.  Because there were not sufficient votes to advance the bill, sponsor Sen. Council made a motion to IPP (kill) the bill; the motion was laid over.  It will be taken up in the 2010 session.  In the interim, advocates will work to secure the necessary votes.  CARRYOVER TO THE 2010 LEGISLATIVE SESSION
